Kagame says Africa’s challenge is implementation, not lack of talent

President Paul Kagame said Africa’s biggest challenge is not a shortage of talent or ideas, but the failure to turn ambitions into action.


Speaking at a state dinner in Botswana on Wednesday during a two-day working visit, Kagame said Rwanda and Botswana share a common vision of accountable governance focused on improving citizens’ lives.

“We believe sustainable development is achieved through purposeful and accountable leadership centered on the well-being of our people,” Kagame said.

Africa holds some of the world’s richest natural resources, particularly minerals, yet remains the poorest continent. Kagame has repeatedly urged African nations to strengthen local industries instead of exporting raw materials and importing finished products at higher costs.

He said African countries must work together to bridge the gap between ambition and implementation through stronger cooperation and productivity.

“Africa does not lack talent or ideas,” Kagame said. “What has often been missing is the connection between ambition and execution.”

Kagame also emphasized the importance of creating opportunities for the continent’s growing youth population. By 2050, Africa’s population is projected to exceed 2.5 billion, with about 830 million people under age 25.

“Young people in Kigali, Gaborone and across the continent need equal opportunities to succeed and improve their lives,” he said.

During the visit, Rwanda and Botswana signed agreements covering trade, investment, air transport and visa exemptions for citizens of both countries. The two nations also agreed on measures to prevent double taxation on traded goods.

Kagame is expected to visit Botswana’s diamond trading center in the capital, Gaborone, on Thursday.
