Revised Terms of Reference (TORs) for recruitment of a consultant to conduct Market systems development (MSD) analysis to inform programme design, Development of Guidelines and Model linking the small producers especially women to markets and/or developing alternative markets and local circular economic systems

Background

Trócaire is the official overseas development agency of the Catholic Church in Ireland, established in 1973 and currently has presence in more than 17 countries in Latin America, Africa and Asia including Rwanda. Trócaire has been operating in Rwanda since July 1994 and is currently implementing a 5-year Strategic plan from 2016-2020 focused on 3 programme pillars: Resource Rights, Women's Empowerment and Preparing and Responding to Emergencies. Trócaire does not implement programmes directly. Instead, the organization works in partnership with local civil society and Catholic organisations in 7 districts in Rwanda.

Since 2016, the resource rights pillar is focused on the natural resources management in agricultural production toward the sustainable and resilient food security. Additionally, the pillar supports the diversification of income sources from the farming activities and off farm opportunities. In this regard, Trocaire is committed to support the programme participants to access markets for their produces with great returns across 6 districts where it operates. In this sense, Trocaire would like to recruit a competent consultant (firms or individual) to design the guidelines and appropriate model to support the programme participants to engage in markets.

Moreover, these guidelines will consider different approaches used by the programme to support the food systems across 6 districts and will consider economic alternatives at the local level with the potential to establish partnerships at different levels, both local and regional, and link rural and urban spaces on equalitarian terms. Therefore, the guidelines will consider issues related to this and propose the best options toward the success. The guidelines will think outside the RR resources rights pillar box and link the options with the women empowerment needed that the guidelines are able to address the tangible and real issues in integrated manner, not just one element.
